About the Author
While on the Army General Staff in the Pentagon, D. A. Borges managed force structure in Korea, Japan and Central America, eventually being assigned as the Chief of Force Development at U.S. Army Pacific Command in Honolulu. He later served in the 21st Theater Army Area Command in Europe. He’s also held numerous positions in the U.S. Army Corps of Engineers including as Headquarters Deputy Chief of Staff, and Chief of Staff at the Corps’ Pacific Ocean Division.
Borges studied Government at Georgetown University and holds a Master’s Degree in Political Science from Duquesne University. He was a Senior Executive Fellow at Harvard’s JFK School of Government and is a Graduate of the Syracuse/John Hopkins Universities National Security Studies Programs. He has been the Senior Policy Advisor for Water Resources at the Worldwide Office of the Nature Conservancy, and serves on the University of Maryland, Global Campus Environmental Management Program Professional Science Masters Advisory Board.
His current writings deal with the nexus of water, energy, climate change and national security.
